Dear brother, thank you very much for your question that shows your great interest to be more knowledgeable about the rulings of Islam regarding Hajj.
Generally speaking, one can perform Hajj or `Umrah instead of another person who is unable to do so. But doing tawaf (circulating the Ka`bah during Hajj) or sa`i (walking between the two Mountains As-Safa and Al-Marwa) on behalf of another person has not been reported in Shari`ah.
Responding to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states,
There is no precedent in the authentic sources of Islam or the practice of as-salaf as-salih (our pious ancestors) for doing tawaf on behalf of another person. You may perform `Umrah or Hajj but doing tawaf or sa`i itself is not known.
We are not allowed to introduce innovations in worships. You may, however, offer supplications for others while you are performing tawaf.
